Besides critical degrees,, if the natal Moon is in the 29th degree of any sign(especially Taurus), the place of the weeping sisters), it's considered ominous in the matters of the house she occupies, and there will be something to weep about in making important changes there.
Even when the natal Moon is not badly aspected, if any planet or cusp is in 29 degrees at birth, the moon will progress to aspect it and cause a disturbance which upsets the status quo there and especially if any change is under way at the time.

The Sun, Moon or any planet iin plus-0 degress at birth has its solstice point in 29 deg of another sign marking that a disappointment area when activated by the progressed Moon's square because she will be afflicting that point and schanging signs also, signifying a very upsetting change.

Edit... Critical degrees of Cardinal signs are 0, 13, 26
    Fixed signs are 9, 21
Mutable signs 4 and 17 . This denotes developments that bring matters of the house to a crisis or climax demanding a different arrangement
This may or may not be inharmoniously accomplished for good; sometime a crisis marks a turn for the better, even if severity is required to bring matters to a head. mars is sure to do this if your natal moonis in any aspect at all to him, but if the moon last passed over him in your chart and is also in a critical degree, there will be times in life when you may say "Enough is enough" and precipitating a crisis, cut the Gordian know yourself for a personal change.

You must take three clues into consideration when reading for the changes in your life - the nature of the planet the Moon last past over, the nature of the aspect and whether or not she is in a criical degrees.
Last over any planet and in a bad aspect to it signifies that you follow that planet's nature but take drastic steps in making changes, and if the Moon is in a critical degree there will be an unavoidable crisis to handle. This is forewarning.

That should answer your question hopefully....

It means it's near the next sign ~ sorta like being born on the cusp between two signs, but applied to whatever it is you're looking at, ie. Moon, Ascendant, etc.

The zodiac is made up of twelve parts to a wheel, each being 30 degrees (30 x 12 = 360, a full circle). If something's at 0 or 1 or 2 degrees, then it's close to the next sign and that should be taken into consideration.

Well I appreciate the gesture but hey man you coulda just emailed me Looks like Left-T sorta killed this question, it would be hard to say anything about the matter without repeating him (should give him BA) so I really dunno what to say I guess.

edit: Well that sounded very mean of me lol. I wonder if you were refering to houses as well. With houses, any time a sign rules a first house cusp at 29 degrees or more then that house is "critical". I myself have 3rd/9th houses critical. On one level critical houses show some particular tension in that area of life that the house rules. Also, on another level, critical houses can show the soul'd intent to get things right this time around. A feeling similiar to nodes; one must accomplish and focus on that area of life. In your chart it appears no houses are critical so you don't really have to worry about that ;-)

With critical planets, they are strengthened. A planet is critical when it falls between a certain range of degrees. With cardinal signs the range is 0-26 degrees, with fixed it is 9-21, and mutable it is 4-17. Now, critical degrees for planets are more as inforcers. A planet that is dignified by house and/or sign placement that falls within this range for a specific mode or even a planet that is well-aspected gives extra power and prominence. You have no planets dignified by house, but pluto, saturn, and mercury are all dignified by sign for you. Mercury is not critical but saturn and pluto are. It is key to look at aspects then.

Pluto rules the chart and sextiles neptune. It also conj. the ASC. Since pluto is critical, it adds to the power and influence of these aspects. With saturn, it conjuncts uranus, opposes venus and chiron, and also sextiles mars. All of these aspects become more meaningful. With saturn conjunct uranus we expect a highly evolved individual who has a great ability to structure unconventional ideas and put them to good use. Your genius side is more structured. As a result you must be careful not to restrict it. On a darker note, this aspect also can show muddled thinking, an odd temper, and a lack of distinction between reality and the imagined. However the positive side to this aspect is the ability to concentrate on things. This aspect is often found in charts of scientists of all fields.
The mars sextile shows a hard worker who can really get the job done. Your sex drive is more controlled but yet is strong. You structure your energies and thus, can use your creative side to your benefit.
With venus opposing saturn, it is difficult to reach others emotionally (corroborated by the moon/mars opposition). You may be shy and withdrawn and at times, cold. Your partnerships may be to someone older, and you may have repressed emotions in love. Your finances suffer setbacks. The lesson here is to get in touch with your emotions. With chiron opposing saturn (and conjuncting venus), since saturn rules the 3rd, expect some communication difficulties with others. You may be snappy and strict, one who is hurt and who hurts. You have compassion for others with communication difficulties (chiron in gemini supporting this) and this can help you to heal. There is a need to structure and be more responsible rather than repress.

Hey hopefully this and Left-T's answer will help ya out some. Take it easy
